فصل اول: قرآن حکیم میں آیات استفہام کی ضرورت واہمیت

قرآن مجید فصاحت و بلاغت کےاعتبار سے ایک مثالی کتاب ہے۔علم معانی ہو یا علمِ بیان یا علم بلاغت کے ماہرین نے اس کی لسانی وادبی خصوصیات کو نگارشات کا موضوع بنایا ہے۔ فصاحت و بلا غت کی انہی خوبیوں کی بنا پر قرآن مجید کو کلام مبین بھی کہا گیا ہے۔ قرآن مجید میں جہاں ایجاز و اطناب اور ربط و مساوات کے اسالیب نظر آتے ہیں، وہیں تقدیم و تاخیر اور حذف کے اسلوب بھی نمایاں ہیں۔ قرآن مجید کے مختلف و منفرد اسالیب میں سے ایک اہم اسلوب ِ استفہام ہے۔

استفہام عربی زبان کا لفظ ہے جس کے معنی سوال کرنے، جاننے،فہم حاصل کرنے اور استفسار کرنے کے معنوں میں استعمال ہوتا ہے۔ ادب میں استفہام کسی حقیقت سے مخاطب کو آگاہ کرنے ، مخاطب کو غورو فکر کی دعوت دینا، اور اپنی بات کا ثبات کرنا وغیرہ کے معنوں میں مستعمل ہے۔چنانچہ قرآن مجید میں بھی استفہام کا اسلوب بکثرت استعمال کیا گیا ہے۔

قرآن کریم اور علم الضبط

The correct recitation of the Quran depends upon correct spellings is based on "Ilm al-Rasm" and accurate reading depends upon "Ilm al-Dabt". "Ilm al-Dabt" is divided into “Nuqat al-A’rab” and “Nuqat al- A’jam”. “Nuqat al-A’rab” mean the signs which throw light on ‘al-Harakah’, ‘Sukun’, ‘Tashdid’ and ‘Madd’ etc. “Nuqat al-A’jamm” implies the signs which remove the confusion found between letters and cause the phonetic and facial recognition different letters. So dotted letters are titled “Mu’jam” and dotless letters are named as “Muhmal”. This paper deals with “Nuqat al-A’rab”. Initially, the Quran was without these signs. This science was developed first time in the period of Amir Muawiah by Abu al-Aswad al-Duali in the shap of rounded dots. Later on these dots were replaced with appropriate signs by Khalil bin Ahmad al-Farahidi. These signs were given different names. Ilm al-Dbt gained a little controversy but the majority of scholars appreciated it.

A dynamic open economy model of aid-growth nexus in Pakistan

We present a model of promises of foreign aid, stemming from Pakistan's bilateral and multilateral aid relationship during the 1980s and 1990s. According to the model , if there is promise of aid it is optimal to adjust expenditure and external debt instantaneously. If the promise is true, there is permanent increase in consumption and increase in external debt; however, the initial increase in external debt decrease with the flow of aid. If the promise is false, the outcome is sub optimal. The intermediate cases, such as when the promise is only partially true, are also analysed. The model is suggestive in explaining the nearly unsustainable levels of budget deficit and external debt of Pakistan over 1980-99
